The Department of Public Works (DPW) is responsible for operating, maintaining and improving Town-owned roads, bridges, parks, grounds and buildings as well as the Town-owned cemetery.  The DPW, the backbone of Town government, was formed in 2008 out of the former Highway Department as part of an overall reorganization of Town departments.

  • Hours of Operation: 6:00 AM to 2:30 PM, Monday through Friday; 6:00 AM to 4:30 PM, Monday through Thursday during summer months.

For emergencies, please call 9-1-1 or the Police Department Dispatch Center at (802) 362-2022.  The Dispatch Center is open 24 hours a day, seven days a week.

Questions about the cemetery, other than maintenance, should be direct to Cynamon Marshall, Cemetery Administrator, at (802) 362-1313 (option 6) or c.marshall@manchester-vt.gov.

Jeff WilliamsJeff Williams is the Director of Public Works. He has worked for the Town of Manchester since 1977. He was named Vermont Highway Person of the Year in 2000.  Most recently Jeff has spearheaded the Town's efforts to use salt brine in its snow removal program.  Salt brine is a liquid applied to roads and bridges before a snow storm. It has helped the Town lower its salt usage, and costs, and is more environmentally friendly. Jeff can be contacted by email at j.williams@manchester-vt.gov. 

Geoff Sprankle serves as the Town's Highway Foreman.  He has worked for the Town of Manchester since 1991.

Steve Casey serves as the Buildings, Parks and Grounds Supervisor.  Steve previously worked at the Parks and Recreation Department before the reorganization of Town departments in 2008.  Steve is an experienced arborist. Steve can be contact at s.casey@manchester-vt.gov.

Wet PaintDave Brooks serves as the Town's mechanic, repairing Town-owned vehicles and equipment. He has worked for the Town since 1991. Dave Forrest and Shawn Towsley work as DPW Associates.  The Department also includes seasonal facilities maintainers.  Most seasonal employees work in the summer.
