Minutes: 

Present: Chair John Ringwood, Greg Boshart, Chris Glabach, Megan LaValley, Steve Grossfeld, Bill Drunsic; also Planning Director Lee Krohn

The meeting was called to order at 7:00 P.M.

Motion Glabach, seconded by Grossfeld, to approve the minutes of 11/2/09; OK unanimously.

Draft Capital Improvement Plan, review and comment: statute requires notice to the PC when a draft CIP is prepared and Selectboard hearing warned. The CIP helps the Town plan strategically for major expenses or investments in infrastructure, based on anticipated needs, and also with regard to timing, so that the tax rate can be kept fairly even. These can be smaller, regular purchases such as replacing police cruisers to much larger expenses such as water or sewer line replacement, or swimming pool/poolhouse rehabilitation or replacement.

Questions, suggestions, and comments for the Town Manager and Selectboard included:

  • Whether sufficient funds were allocated to the Depot Street corridor improvements, since this very rough estimate is now a number of years old;
  • Need to repaint/repair "park and walk" signs ASAP; if not during this fiscal year, then certainly the next;
  • Whether the lengthy CIP history is needed as part of the document. While helpful and useful reference, it could be an appendix available separately for review, and keep the CIP as intended, looking ahead;
  • Consider a summary page describing the most significant issues or projects/costs;
  • Consider presentation format: while the single spreadsheet keeps everything together on one page, doing so makes it very difficult to read with very small type.

Other Business

Upcoming meeting schedule, and other informational items were discussed.

The public hearing for November 30 is all set. A draft Report of the Planning Commission, a formality required by statute, was reviewed and (with one change in the draft), approved unanimously upon a motion by Drunsic, which was seconded by Glabach.

For informational purposes, Krohn presented the proposed subdivision plan for MacLean, to be reviewed by the DRB on Wednesday evening. It was suggested that building envelopes, clearing envelopes, and tree cutting restrictions (for ex, cutting no trees larger than 6" DBH outside of the clearing envelopes...) be defined on the final plan. Challenges of enforcement were also discussed.

The meeting was then adjourned at 8:30 P.M.
