Minutes: 

Attendees: Ivan Beattie (chair), Wayne Bell, Steve Nichols, Mike Kilburn and Carol Lattuga.

Other Attendees: John O'Keefe (Town Manager) and others.

Beattie called the meeting to order at 7:00 P.M.

Minutes from January 26, 2010

Bell moved, seconded by Kilburn, to approve the minutes as proposed. Motion carried 4-0 (Lattuga abstained).

Fiscal Year 2011 Budget and 2009 Town Report

The Board made several minor changes to the proposed Town Report and FY 2011 budget. Bell moved, seconded by Nichols, to approve the FY 2011 budget and Town Report, as amended and with other non-substantive changes necessary. Motion carried 5-0.

Town Meeting Child Care

O'Keefe stated that Northshire Day School would be willing to provide child care to Town Meeting participates. He noted that the initiative would cost $500. Board members agreed to the proposal.

Chief of Police Job Description and Advertisement

O'Keefe and the Board discussed the Chief of Police job description and advertisement. The Board made some minor changes to the job description. Kilburn moved, seconded by Lattuga, to approve both documents.

The Board and O'Keefe also discussed the interview process and appointment of the new Chief.

O'Keefe noted that the advertisement would be printed in the Times Union, Rutland Herald, Burlington Free Press, with the VT, New England and NY Chiefs of Police organizations and the International Assoc. of Chiefs of Police (IACP), on the VLCT website and in the VLCT publication.

Liquor Licenses

The Board, acting as the local board of liquor control, signed numerous liquor licenses.

AOT Highway Mileage Certificate

The Board signed the AOT mileage certificate.

Other Business

O'Keefe read the schedule for the upcoming Winter Carnival.

Executive Session

Bell moved, seconded by Lattuga, to enter into Executive Session for the purpose of discussing pending litigation, of which the premature disclosure may place the Town at a distinct disadvantage. Motion carried 5-0. O'Keefe was invited to attend.

Beattie stated that the Board would not be making any decisions after the Executive Session.

Adjournment

Nichols moved, seconded by Bell, to adjourn. Motion carried 5-0.
