Minutes: 

Attendees: Ivan Beattie (chair), Wayne Bell, Lisa Souls, Carol Lattuga, Steve Nichols.

Other Attendees: John O'Keefe (Town Manager), Lee Krohn, Tricia Hayes, Bill Weeks and others (see attached).

Beattie called the meeting to order at 7:10PM.

Minutes from September 25, 2012 

Beattie asked for a minor correction. Bell moved, seconded by Lattuga, to approve the minutes from September 25, 2012, as amended. Motion carried 4-0. Nichols abstained.

Agreement with Vermont Voltage Soccer Team - Item Tabled

Item was tabled.

Roundabout Project - update with project staff

Hayes and O'Keefe updated the Board on the Roundabout project. Board took no action.

Dedication of Roundabout as Vietnam Veterans Memorial Circle - request by VFW, including erection of flag

Weeks on behalf of the local VFW, and with fellow VFW members in attendance, spoke to the Board about two requests. First, Weeks and the VFW want to erect a 35 foot flag pole at the western sidewalk of the roundabout at the intersection of Main Street and Depot Street. O'Keefe descibed the location to the Board.

Second, Weeks asked the Board to consider dedicating the aforementioned roundabout as the Vietnam Veterans Memorial Circle. The Board and Weeks discussed several different wording options, but did not finalize the wording of the dedication.

Bell moved, seconded by Lattuga, to approve the concept of the proposal by the VFW. Motion carried 5-0. Beattie noted that the VFW should come to a future meeting to finalize the dedication.

Relocation of 1912 monument on North Road to Roundabout at intersection of Main Street and Depot Street

O'Keefe, Krohn and the Board discussed relocating a monument at the intersection of North Road and Mt. Aelous to the roundabout at the intersection of Main Street and Depot Street. O'Keefe and Krohn noted that the monument was engraved with "1912" and the name of the three selectmen from 1912. Krohn stated that he worked with the Manchester Historic Society to determine that the monument was originally located at Center Bridge, built in 1912 at the intersection of Main Street and Depot Street.
Bell moved, seconded by Nichols, to relocate the monument back to the center of town at the intersection of Main Street and Depot Street. Motion carried 5-0.

Reorganization of Parks and Recreation Department Advisory Committee

The Board and O'Keefe discussed a proposal by O'Keefe and Liz Ambuhl, Parks and Recreation Director, to reorganize the Parks and Recreation Department Advisory Committee. The Board and O'Keefe agreed to contact possible groups that would be involved in the reorganized Committee to solicite input. Board took no further action.

Other Business

Unsung Hero Award: Bell noted that Unsung Hero Award nominations are due by November 1.
Emergency Management Plan - approval: Bell moved, seconded by Nichols, to approve the udpated Emergency Management Plan. Motion carried 5-0.

Executive Session

Bell moved, seconded by Lattuga, to enter into Executive Session for the purpose of discussing contract negotiations, the premature disclosure of which may place the Town at a significant disadvantage. Motion carried 5-0. O'Keefe was invited to attend the Executive Session.

Collective Bargaining Agreement between Town and Police Department Union - approval

O'Keefe gave an overview of the agreement. Board members praised the Town management team and the Police Department negotiating teams on crafting a creative agreement.

Bell moved, seconded by Lattuga, to approve the Collective Bargaining Agreement as presented. Motion carried 5-0.

Bell moved, seconded by Lattuga, to adjourn.
