Town Seeks Downtown Wi-Fi Proposals
The Town of Manchester, VT seeks proposals from qualified vendors for the design and installation of an open wi-fi network in the downtown area. The Town contemplates starting with a centrally located base station, and adding repeaters or network extenders as needed to blanket the heart of the downtown (including the Elm Street "Depot District") with a seamless, open wi-fi signal. This project will also include: preparing a handbook describing the equipment used, installation, maintenance, and troubleshooting information; designing a system that is readily expandable as resources permit; and initial assistance designing and implementing a home page. This project is intended to start as soon as possible, but no later than August 15, 2011 and completed and operational by September 15, 2011. Sealed proposals shall be received in hand by 12:00 Noon on Wednesday, July 20, 2011, and will be opened at that time. Proposals must include at least three relevant, commercial references. Bids shall include a scaled approach to system design, as well as demonstrated experience in successful, reliable wi fi performance. Proposals shall not exceed $8,000 for design and installation. Among other matters, proposals will generally be evaluated based on quality of equipment, cost, proposed area to be served, operating costs, and relevant experience of the vendor. The Town will consider proposals that include advertising revenue, provided that all advertising is subject to approval by the Town. The Town reserves the right to waive formalities, and to accept any bid that it deems in its best interests.
