Beattie called the meeting to order at 8:40AM.

Minutes from August 6 and November 18, 2008

Zoller moved, seconded by Kilburn, to approve the minutes from August 6 and November 18, 2008.  Motion carried 3-0.

Summer 2009 Construction

Ward and O'Keefe updated the Board on plans to reconstruct Applewood Lane and Riverside Heights in the summer of 2009.  O'Keefe informed the Board that the bids would be opened on May 18. The Board asked several questions about the projects.

Wireless Communications Planning

The Board discussed opportunities to partner with wireless and communications companies on land owned by the Water Board. The Board also discussed a 2002 study done by the Town. 

Delinquent Water Accounts

The Board and O'Keefe review a list of delinquent water accounts. O'Keefe informed the Board that he intended to more aggressively pursue delinquent accounts which may result in turning off water to some customers, as provided for in State law.

Othe Business

The Board discussed assuming ownership of water service lines, either within the right of way or to the curb stop. Currently the Town owns only water mains, not the service lines. The Board and O'Keefe discussed the pros and cons of assuming ownership.
