Beattie called the meeting to order at 7:05PM.
Minutes from September 7, 2010
Bell moved, seconded by Souls, to approve the minutes. Motion carried 3-0.
Battenkill Valley Health Center
Kennedy and Welther briefed the Board on the newly formed Health Center and its advantages under federal law. Bell moved, seconded by Souls, to direct the Town Manager to draft a letter of support. Motion carried 3-0.
Dog Park Vending Ordinance
Bell moved, seconded by Souls, to approve a vending license for the Manchester Dog Park Committee for October 30. Motion carried 3-0.
Compensation Hearing
Souls moved, seconded by Bell, to recess the hearing at the request of Vanderbilt Properties until the Selectboard's next meeting on October 12, 2010. Motion carried 3-0.
Roundabout Logo
The Board and O'Keefe discussed four proposed logos for the upcoming Roundabout project. Through concensus, the Board selected Logo B, which was also the winner of the online poll.
Other Business: Corporate Resolution - Police Benevolent Fund
Bell moved, seconded by Souls, to approve a corporate resolution for the Police Benevolent Fund and authorize the chair to sign the document. Motion carried 3-0. Beattie signed the document.
Other Business: Village View Road Maintenance
Two residents from Village View Road asked to discuss the road maintenance of Village View Road. Beattie and the residents discussed general gravel road maintenance. O'Keefe noted that this was the second time the item was brought up under Other Business and it might make more sense to warn it on the next agenda. The Board agreed and directed O'Keefe to place it on the next agenda and have the DPW Director present for the discussion.
Executive Session
Bell moved, seconded by Souls, to enter into Executive Session for the purposes of discussing the appointment of a public official and real estate negotiations, the premature of which may place the Town at a significant disadvantage. Motion carried 3-0.
Appointment to Police Benevolent Board
Bell moved, seconded by Souls, to appoint Paul Carriccio to the Police Benevolent Board. Motion carried 3-0.
